Bio: Phil is the Metadata Lead in the Data Stewardship Division at the NOAA National Centers for Environmental Information (NCEI). He is the Chair of the NCEI Metadata Working Group and the Product Owner for metadata and data archive teams at NCEI. He is also a participant in many data management-related working groups and teams across NOAA. Phil has over 15 years of experience in developing and implementing NOAA metadata practices primarily for the diverse data archive holdings at NCEI.

He was a key contributor to significant projects including the NCEI ISO Metadata Template, NCEI NetCDF Templates, NCEI Data DOI Guidelines, and the NOAA OneStop Project.
